Food Security: The Current Status and the Way forward  


Case study on Food Security in Afghanistan

This study was part of a regional project on “Food Security in SAARC”. Principal objectives of this exercise were to identify the causes of food insecurity, major initiatives and to evolve policy advice in order to formulate a policy road map at regional and national level. The Study primarily analyzed the state of food security indicators, the existing policy framework, role of the regional trade, and also how effective food banks are in South Asia. The Study put forward a set of recommendations to address food insecurity in Afghanistan;

  1. Ethnic conflicts on natural resources should be solved on priority basis.
  1. Well-targeted investment in the agriculture sector; especially on research and development of agro-food systems.
  2. Regulation of food market system to be strengthened in order to control artificial scarcities and rent-seeking behavior.
  3. Social security and equity-based distribution systems for income generation, opportunities and equal access to food should be strengthened.
  4. Distribution of food aid must be well-targeted to avoid accumulation by the rich and the powerful.
  5. Health services to be improved through the subsidization on service charges and other expenditure by international development agencies and national governments.
  6. Afghanistan should try to strengthen trade ties with regional countries.
  7. Afghanistan should actively pursue the case of Food Bank and lobby with other SAARC countries for early establishment and smooth working of the system.
