Policy Recommendations Details

Mirani dam in Balochistan unleashed a disaster on June 26, 2007, when it stored flash floods water beyond its capacity and triggered reverse floods in all directions bringing disaster in villages in upstream. The backflow created waves large enough to hit areas up to an elevation of 271.44 feet, devastating more than 40 villages over 36,000 acres of land and rendering nearly 70,000 people homeless. The flash flood destroyed people’s farms, orchards, homes, live stocks, grazing lands and most of their valuables. Government announced full compensation for the people living at sea level of 244 feet, partial compensation for area’s up to 264 feet while no compensation was announced for people at 271 feet level and above. Consequently, people showed strong reservations to this controversial compensation and rehabilitation plan. Now even this plan has been stalled and people are living in open skies, waiting for relief and compensation even after the lapse of four years.

Key Recommendations:

  • Government should immediately compensate affectees and implement a judicious re-settlement plan according to the aspiration of local people.  This plan should accommodate people at all levels, compensating their houses, livestock, fruit trees, crops, water resources (Kareezat) and other infrastructure damaged in floods.
  • A post-project evaluation report consisting of technical, financial, social and environmental third-party audit should be initiated immediately.
  • Design flaws of Mirani dam should be removed so that future disasters can be averted. Also stern action must be taken against persons responsible for negligence that caused the catastrophe at such a wider level.
