The project will supplement the Local Government Act 2013 to make it more purposeful through accountability and effective service delivery by building technical and administrative capacities of the newly-elected local government representatives as well as utilizing civil society potential to enhance their participation in budget making and expenditure tracking for better public service delivery.
Previous interventions were limited to the analysis of the budget making process at district level. However, the current study offers one step ahead in terms of strengthening and bringing the potential segment of society in the proactive and productive cycle of accountability and transparency at grass roots level. The project is innovative in its own way as it will keep a track on the allocations and expenditure disaggregated based on gender and other socially-excluded groups. It will utilize the potential of civil society in terms of awareness and capacity to ensure the provision of improved budget allocation via budgetary over sighting, benefiting the socially-excluded segment of society. Moreover, after the successful implementation of this project, it has fairly good chances of replication in other districts of Pakistan.
The departments selected for the purpose include Education, Health, Social Welfare, and Public Health Engineering. Being the basic service providers for which citizens are more concerned, these are the major spending departments in public sector. The focused geographical area is Khyber Pakhtunkhwa (Haripur and Peshawar districts). It was selected for its being functional soon after the local government in May 2015 and local networking. Moreover, multiple studies such as Poverty Profile of Pakistan, Alif Aliaan District Education Ranking (2015), and KP Millennium Development Goals Report indicate multiple weaknesses in KP. Security concerns have also been taken into consideration to select two districts.
To facilitate the supply and demand side stakeholders in budget making process and expenditure tracking vis-a-vis Education, Health and Social Welfare and Public Health Engineering in two KP districts, SDPI plans to do so by
- building capacity of government officials concerned in budget making
- imparting training to civil society representatives on SAP for expenditure tracking
- establishing citizen forum in both districts
- holding quarterly consultation and annual meetings, and
- organizing experience sharing and policy recommendation seminar.
