Highly Educated Emmigration from Low Income Countries: Turning Pain to Gain

(Abstract)
This paper first demonstrates that,
under reasonable assumptions, the social marginal product of the highly
educated can be expected to be higher in a Low Income Country relative to
a High Income Country. Next, it reviews the stock and flow of the highly
educated to show the change over time in the “brain drain” from low to
high income countries. It goes on to review the literature to identify
individual, NGO and state non-force mechanisms currently underway to turn the
brain drain into a brain gain. It ends with the proposal to make this
process more systematic and effective.
