Political Economy of Budget Making Process: A Great Debate

Budget is an annual financial strategy of a state indicating the proposed expenditures and the available revenues/resources to finance them. Most importantly, the quality of public service delivery is influenced by the allocation of state’s budget. Better use of public funds and improved public service delivery can be ensured by promoting greater transparency and enabling citizens to gauge the quality, sufficiency and effectiveness of basic services, to voice their need based preferences.
However, active and neutral involvement of various actors/stakeholders is very essential to ensure that the budget making process is participatory and inclusive. Those actors/ stakeholders have different say in the process which corresponds to their political weight in the overall functioning of fiscal process.
