In June, 1992 Pakistan joined other countries in signing the Framework Convention on Climate Change. The Convention places obligations on signatory countries and also creates some opportunities for southern nations. In order to fulfil these obligations, and to take advantage of the opportunities, determined and effective action would be needed on a number of fronts. In order to render the complex task manageable, the following summary divides the agreement into the following areas:

5.    Mechanism
