Program/Project Rational and Background

To be future-fit, it is important to understand future risks and take anticipatory actions in the Disaster Risk Reduction (DRR)/Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) architecture to shape the future for safe communities and infrastructure. There is a need for effective local adaptation plans of action (LAPAs) incorporating local wisdom and knowledge with a proactive and anticipatory approach. For anticipatory and participatory action for a safer future, there is a dire need to understand future risks, risk governance, and risk financing as explained in the Sendai Framework for DRR.

There is a need to generate and share knowledge to support institutions for effective and anticipatory adaptation under different scenarios of change using the foresight approach. The National Adaptation Plan 2023 and the likely Adaptation Fund project in Pakistan may open an opportunity to engage with relevant stakeholders on integrating foresight and future-thinking in adaptation projects at local levels and for implementation of NAP 2023. It is crucial to comprehend future risks and identify and implement actions now, for which incorporating an anticipatory approach will be essential.

In this background and in line with the previously completed influencing work and based on the needs expressed by various stakeholders, SDPI proposes through this short proposal to undertake some more actions to Influence and advance Climate Justice Agenda-Anticipatory DRR Climate Financing and Localization of DRR/CCA in Pakistan.

Planned Deliverables/Outputs With Dates (Mandatory)

• Roundtable Discussions on Local Humanitarian Landscape in Pakistan (between 18 to 22 May 2024)
• Three FGDs organized with Women's Rights Organizations (13 to 17 May 2024)
• Case study on “How the humanitarian partnership landscape has changed in the light of the Grand Bargain and Charter for Change (C4C) in Pakistan” (10 June 2024)
• Launch of the case study (between 10 to 12 June 2024)
• Organize awareness-raising interactive sessions with Women Rights Organizations/platforms/networks (between18 to 20th June 2024)
• Policy Advocacy Campaign (the whole month of June 2024)
• Jointly organize national/ provincial events with NDMA, PDMAs (25 June Islamabad, 24-27 July in Karachi and Lahore)
• Research study on anticipatory action and social safety programs in Pakistan (30th June 2024)

Impact/Outcome Sought or Achieved (if any)

Outcomes:

• Advocate to promote Localization in Humanitarian sector as part of global commitments under the Grand Bargain and Charter of Change.
• Sustained campaigning and story ideas developed from the communities to mobilize finance needed for Climate Actions.
• Engage stakeholders for Anticipatory CCA and DRR Actions, policies, and practices in Pakistan.
