Program/Project Rational and Background
To be future-fit, it is important to understand future risks and take anticipatory actions in the Disaster Risk Reduction (DRR)/Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) architecture to shape the future for safe communities and infrastructure. There is a need for effective local adaptation plans of action (LAPAs) incorporating local wisdom and knowledge with a proactive and anticipatory approach. For anticipatory and participatory action for a safer future, there is a dire need to understand future risks, risk governance, and risk financing as explained in the Sendai Framework for DRR.
There is a need to generate and share knowledge to support institutions for effective and anticipatory adaptation under different scenarios of change using the foresight approach. The National Adaptation Plan 2023 and the likely Adaptation Fund project in Pakistan may open an opportunity to engage with relevant stakeholders on integrating foresight and future-thinking in adaptation projects at local levels and for implementation of NAP 2023. It is crucial to comprehend future risks and identify and implement actions now, for which incorporating an anticipatory approach will be essential.
In this background and in line with the previously completed influencing work and based on the needs expressed by various stakeholders, SDPI proposes through this short proposal to undertake some more actions to Influence and advance Climate Justice Agenda-Anticipatory DRR Climate Financing and Localization of DRR/CCA in Pakistan.
