FOREST MANAGEMENT IN PAKISTAN: A LEGAL AND INSTITUTIONAL ANALYSIS
Pakistan has witnessed excessive degradation of its already meager forest resources over the past few decades. A number of factors lie behind this development whose understanding is essential in order to identify a viable solution to the seemingly unstoppable decline in forest cover. This paper seeks to provide an overview of forestry management in Pakistan, highlighting the major initiatives undertaken by the authorities to arrest forest degradation. Pointing to the major strengths and shortcomings in the initiatives and analyzing their impact could provide clues for improving the state of forest management in the country.
The paper begins by providing an overview of current global debate on various aspects of forest management. It then gives a brief overview of the current state of forests in Pakistan. Subsequently, it discusses forest management in a historical perspective before highlighting the major government interventions as part of the forestry sector reform process. The discussion finally points to key lessons from the interventions and briefly suggests alternate options available for policymakers.
