Introduction
This paper presents a proposal for the development of a Municipal Conservation Strategy for the city of Islamabad. This Municipal Conservation Strategy suggests the ways and means to enhance the capacity of Islamabad to manage its environment on the principles of sustainable development. The main aim of the strategy is to protect and conserve the urban environment in this city. This would improve the quality of life of the present residents of Islamabad and would continue to offer the same quality of life to coming generations which is the ultimate aim of sustainable development.
The development of such an environmental management plan has become a necessity for Islamabad. The city is unable to manage its living and natural environment. On the one hand, the inhabitants are facing different environmental problems and on the other hand natural environment is deteriorating at a fast pace (see section 4).
The failure of environmental management in Islamabad shows that the current approaches towards environmental management have ceased to be effective. These are unable to provide a thorough basis for environmental planning in the city. Hence, a new action plan with new approaches of environmental management is needed. This proposal for the development of Islamabad Conservation Strategy presents such an action plan.
