Mr Scott Jacobs is a leading global expert on regulatory reform, deregulation strategy, and business environments with 40 years of international experience. He is the Managing Director of Jacobs, Cordova & Associates, an international consulting group based in Washington, D.C. that has worked on regulatory problems across 160 countries. Previously, he organised and directed the Programme on Regulatory Reform at the Organisation for Economic Co-operation and Development (OECD) in Paris from 1995 to 2001, where he authored the first global benchmarks for regulatory quality. He has worked closely with the Government of Pakistan, recently receiving the Regulatory Reform Champion Award from Prime Minister Shehbaz Sharif for his advisory work on the SMART Initiative, which cut business compliance timelines and regulatory costs nationwide. He holds a graduate degree from Princeton University, USA.
