Romila Qamar is a research management, academic publishing, journal development, and conference management professional with 14 years of experience spanning research coordination, scholarly publishing, editorial operations, capacity building, and conference support.

As part of SDPI’s Research Coordination Unit, she leads initiatives to strengthen the visibility, positioning, and coordination of the Institute’s research; and serves as the focal person for strategic collaborations, facilitating partnerships, networks, and formal engagements, including MoUs.

Within the Sustainable Development Conference Unit, she serves as Associate Editor, Journal of Development Policy, Research & Practice, and also contributes to the planning and coordination of the annual SD Conference. As a member of SDPI’s Capacity Building Committee, she has delivered trainings to various institutions, including the University of Lahore (UoL), University of Sindh, Bahauddin Zakariya University (BZU), Pakistan Scientific and Technological Information Centre (PASTIC), Beaconhouse National University (BNU), and the University of Management and Technology (UMT), among others.

Earlier in her career, at the University of Management and Technology (UMT), she served as Section Head/In-charge of Social Sciences Journals, contributing to the development of a portfolio of 22 HEC-recognised journals, supporting international indexing and publishing affiliations, and contributing to the launch of new journals and academic publishing initiatives. Her broader professional experience also includes providing research support to the United States Agency for International Development (USAID), the International Labour Organization (ILO), and Chemonics International.

Ms Qamar is also a trainer and resource person specialising in Open Journal Systems (OJS), journal indexing and abstracting, research visibility, publishing standards, editorial and peer-review processes, and metadata management. She provides consultancy to national and international publishers, editors, and academic institutions, supporting the development, quality assurance, and international visibility of scholarly journals. She is also a member of the Pakistan Academic Forum for Editors and Publishers (PAFEP).

She is a PhD scholar in Management, specialising in Finance, and has completed her doctoral coursework. She holds an MPhil in Economics and Finance from the Pakistan Institute of Development Economics (PIDE). Her research interests include environmental, social and governance (ESG) issues, banking regulation, financial sector performance and stability, and emerging market financial systems.
