  • In order to reach the vulnerable/needy sectors of Pakistan, and ensure transparency in providing social assistance, a ‘Social Insurance Mechanism’ should be developed.
  • Procurement rules must be revised as procurement has remind the key issue during COVID-19 in the government sector.
  • Social assistance should be provided to the most vulnerable sectors in society.
  • The government should focus more on technological advancement in education, health and academic sectors.
  • In order to achieve SDGs and contain the pandemic, it is necessary to ensure transparency in the money allocated to health facilities, and control corruption. Penalties should be imposed strictly on the offenders/ people involved in corruption.
  • Performance audit should be strengthened at the government level as well as individual institutions.
  • Systematic funding mechanism should be developed to ensure transparency in fund utilization in health and other sectors.
  • Given that international aid and funding is likely to shrink further in the coming year, domestic NGOs and think tanks should look towards domestic resource mobilization mechanisms for their sustainability.
  • The think tank community needs to move on from advocacy to real action-oriented problem solving. It should move from a project-centric approach to a programme approach.
  • In the education sector, stronger evaluation tools should be developed for assessing teachers and students.
  • The government should provide equal facilities of electricity and internet to every part of the country.
  • The gaps between public sector bodies, academia and think tanks must be bridged through a collaborative approach.
  • Quality research should be encouraged in academia as well as government.
