Program/Project Rational and Background

Background and Rationale:

In Pakistan, both electronic and print media is widely recognized as credible source of news and information. These modes of media are also the preferred means of information due to factors such as limited access to technology and facilities. Unfortunately, lack of education, awareness, language barrier and lack of contextual adaption in the messages/news broadcasted on print and electronic media hamper people’s capability to grasp and understand the information which in turn affects attitude formation and the desired actions. Both parties aim to conduct a study for the print and electronic media bottleneck analysis (gender and age) in terms of disaster risk communication at all levels. The purpose of the study is to identify bottlenecks in the existing practices of media in acquiring and disseminating forecasts, and DRR-related information to the local communities. The study also aims to ensure inclusivity factor like gender and age are considered and to provide with recommendations to strengthen the communication mechanism on early warning systems.

Scope and objectives:

2.1    Conduct context analysis of existing practices of media (print and electronic) during different phases of the Disaster Management Cycle (before, during and after the disaster) at the provincial, district and further at the community levels to identify gaps.

2.2    Propose evidence-based recommendations for enhancement of mainstream media’s role in highlighting the need for early warning systems, disaster risk financing, promoting anticipatory actions, mitigation, and prevention approaches through climate news beat reporting

2.3    Demarcate primary and secondary stakeholders for targeted advocacy actions and devise a gender and age-inclusive communication plan including key messages and means of communication and information dissemination.
