The following recommendations aim to enhance the effectiveness of tobacco control measures in Pakistan by curbing industry propaganda, ensuring transparent policymaking, improving inter-agency communication, addressing tax evasion, and raising public awareness, particularly among the youth:
o It is vital to stop the tobacco industry’s propaganda. The Pakistan Electronic Media Regulatory Authority (PEMRA) and the Government of Pakistan (GoP) must halt treaty and regulatory violations by the tobacco industry. Specifically, state communication channels, including Radio Pakistan, should prohibit the tobacco industry from propagating messages about tobacco harm reduction.
o The Ministry of Narcotics Control and the Pakistan Tobacco Board should collaborate to prevent tobacco industry intervention in public health policy. This joint effort is crucial to ensure unbiased and effective public health strategies.
o Enhance communication among relevant government entities to foster effective collaboration in preventing tobacco use. There is a current lack of productive cooperation in efforts to address tobacco consumption.
o The GoP and the Federal Board of Revenue (FBR) need to work together to address the under-reporting of tobacco product production and combat the issue of illicit trade and the informal sector. Integrating this sector into the taxation framework is essential to manage tobacco usage effectively.
o PEMRA should develop and disseminate awareness campaigns targeting youth, highlighting the harmful health and social effects of tobacco use. These campaigns should utilise various media channels, including social media, television, radio, and the press, for maximum outreach.
