These following recommendations will enhance the effectiveness of poverty graduation efforts in Pakistan through improved collaboration, women’s empowerment, sustainable planning, local government support, and the integration of climate change considerations:
o Enhance collaboration between different organisations and with the government to create a more unified and effective approach to poverty alleviation.
o The Pakistan Poverty Alleviation Fund (PPAF) should recognise and increase the role of women in Third Tier Organizations (TTOs), given that women-led organisations are statistically more likely to be active and effective.
o Move towards institutionalising poverty graduation initiatives, as the combined efforts of multiple organisations are more impactful than isolated actions.
o Include post-programme design in poverty alleviation and graduation programmes to ensure sustainable exit strategies. This will enable TTOs to transition from active roles in a way that continues to strengthen communities without the need for ongoing aid.
o Bolster government presence and support at the local level to enhance local infrastructures, potentially reducing the need for external intervention.
o Ensure that the PPAF and other stakeholder organisations incorporate and address climate change challenges in their poverty graduation programmes, given the significant impact of climate change on poverty and community resilience.
