These recommendations focus on a multidimensional approach to enhance human security in Pakistan, encompassing economic, social, and governance aspects, and recognising the intricate relationship between individual welfare and broader national security concerns:
o Pursue a renewed International Monetary Fund (IMF) agreement to mitigate external vulnerabilities. This is crucial considering the significant economic repercussions, such as a potential 9% decrease in GDP and a 72% increase in prices if Pakistan defaults. Establishing a robust economic charter and achieving political consensus on human security are essential steps.
o Implement a finance plan with direct taxes from federal and provincial governments to generate substantial fiscal resources. Address the identified poverty gap of 2250 billion PKR through progressive resource mobilisation, targeting different social strata.
o Address issues in civil-military relations and the governance system. In this regard, develop a coherent approach that includes the inclusive involvement of various professions for effective policy implementation and governance reforms.
o Incorporate a micro-level approach in policy formulation to effectively tackle the complexities of human security. This approach should focus on the specific needs and circumstances at the community and individual levels.
o Adopt people-centric approaches that recognise the interconnection between national and human security. Implement measures such as expenditure cuts, pension reforms, and addressing privileges to enhance economic security.
