The following recommendations provide a strategic approach to developing a robust, climate-resilient, and low-carbon health system in Pakistan. They underscore cross-sector collaboration, targeted training, infrastructure assessment, and sustainable financing:
o Designate specific focal points within ministries to coordinate climate change and health initiatives effectively, ensuring focused and streamlined efforts.
o Create cross-sectional policy and technical working groups involving all relevant stakeholders. This collaborative approach will incorporate diverse perspectives and expertise in policymaking and technical solutions.
o Enhance local leadership to integrate climate resilience effectively into health services.
o Develop a ‘National Health Adaptation Framework’ which is comprehensive and multifaceted for adapting health systems to climate challenges.
o Encourage multisectoral involvement through the active involvement of academia, public, and private sectors in health and climate research for an integrated approach.
o Provide specialised training for the health workforce, including medical students, on climate resilience in health and emergency preparedness.
o Evaluate existing health infrastructures, technologies, and processes, and adopt new technologies to enhance the health system’s reliability.
o Conduct a review of the current private healthcare infrastructure to identify climate change vulnerabilities and establish minimum standards for climate-smart health facilities.
o Allocate public funds to support health practices that are resilient to climate change impacts.
