Policy Recommendation

C-2 Towards Plastic Circularity in Pakistan: Solutions and Way Forward

These policy recommendations propose a comprehensive approach for Pakistan to achieve plastic circularity, focusing on innovative economic models, corporate responsibility, inclusive strategies, and practical support for the recycling sector:

o   Shift towards a circular plastic economy by designing products for multiple uses, repairability, and recyclability.

o   Improve recycling practices by enhancing the recyclability of plastics and incorporating sustainable materials. This transition requires collaborative efforts from the government, businesses, and consumers, with support from organisations like UNEP.

o   Hold industries accountable for the plastics they produce by ensuring efficient collection and recycling systems. Establish necessary infrastructure and set recycling standards, especially for challenging plastics like multi-layer or flexible packaging.

o   Facilitate a just and inclusive transition to plastic circularity by providing clear guidelines, creating green jobs, and collaborating with the private sector and educational institutions for workforce development. Support entrepreneurial ventures in green industries.

o   Develop sustainable business models that capitalise on the untapped value in plastic waste. The government should play an instrumental role in creating a supportive environment for these circular economy models.

o   Offer support to the recycling industry by assisting with raw material inputs rather than tax breaks, considering Pakistan’s economic constraints.
