Dr Pierre Horna is Lead for the Financing the Energy Transition (FET) Workstream at the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP). An international civil servant with over 19 years at the UN, he specialises in competition law, policy, and financing for development. Previously at UNCTAD, he led global programmes across more than 100 jurisdictions and advised governments on competition and trade-law reforms. He holds a PhD in International Law from the Graduate Institute, Geneva, and is the author of ‘Fighting Cross-Border Cartels’ (Hart Publishing, 2020).
