Gulmina Bilal Ahmad, the first female Chairperson of National Vocational and Technical Training Commission (NAVTTC), since February 2024, brings over 25 years of experience in youth skill development, governance, and gender inclusion. As Founding Executive Director of Individualland Pakistan, she led major Countering Violent Extremism (CVE), peacebuilding, and governance initiatives. She has also worked with United Nations (UN) agencies, the United States Agency for International Development (USAID), United States Institute of Peace (USIP), and the Asian Development Bank (ADB), and headed the South Asia Hub of the Strong Cities Network.
