Marcus Oxley

Marcus is a senior humanitarian, risk and resilience advisor and practitioner with over thirty years’ operational experience working for international public, private and voluntary sector organisations across Africa, Asia and Europe. He has a deep understanding of humanitarian action, disaster risk management, climate change adaptation, resilience and risk-informed development policies and practices, including ecosystems-based disaster risk reduction and adaptation.


Between 2007-2017, Marcus was the founding director of the Global Network of Civil Society Organisations for Disaster Reduction (GNDR). During this period GNDR grow rapidly to become the world's largest civil society alliance committed to working collaboratively, in partnership with at-risk communities, government, inter-governmental and relevant stakeholders to strengthen the resilience of communities and nations. In 2025, GNDR received a United Nations Sasakawa Award for its “outstanding contribution to strengthening the resilience of communities and nations”.


Through his work, Marcus has served as a principal interlocutor in the UNDRR negotiations of the Sendai Framework for Disaster Risk Reduction 2015-2030 and coordinated technical inputs to the World Humanitarian Summit; World Reconstruction Conferences, UN Sustainable Development Goals (SDGs) and Climate Change agreements. He was a member of the World Bank - GFDRR Consultative Group, together with United Nations and OECD risk and resilience expert advisory groups.

In 2018, Marcus established a specialist consultancy practice Resilience Solutions (Associates) Limited providing a range of action-research, capacity building, training and advisory services for public and private sector clients around the world to reduce climate and disaster risk, and strengthen societal resilience to shocks and stresses that can undermine progress in sustainable development. With a bachelor’s degree in Civil Engineering and master’s in Project Management, Marcus is a fellow of the Institute of Strategic Risk Management (ISRM) and an International Associate of the UK’s Resilience Academy - the national centre of excellence for resilience learning and development.
