Xiaoqin (Emma) Fan is the Country Director for Pakistan at the Asian Development Bank (ADB). As Country Director, Ms Fan oversees the implementation of ADB’s Country Partnership Strategy (CPS) for Pakistan, which prioritises lifting growth, increasing resilience, and boosting competitiveness. She also leads the consultation process for the new CPS covering 2026-2030, shaping ADB’s future strategic engagement with Pakistan. With over 30 years of professional experience, including 22 years with ADB, she has held positions of increasing responsibility across various departments of the Bank.
Ms Fan holds a Doctorate in Economics from the Australian National University, and Master’s and Bachelor’s degrees from Lanzhou University in the People’s Republic of China (PRC).
