• Establish a national recycling system with mechanical and chemical processing facilities, enabling municipalities to collect and segregate packaging waste efficiently through improved local infrastructure.
• Introduce tax incentives and PPP models to attract private investment in eco-friendly packaging, recycling industries, and circular business models.
• Formalise the informal dairy sector through clear regulations, digital traceability, and capacity-building programmes for small-scale producers.
• Promote innovation and efficiency by rationalising import duties on modern dairy machinery and improving livestock genetics and breeding under the Cow-to-Cotton initiative.
• Support scientific research and climate-smart feed solutions to lower methane emissions, improve animal nutrition, and strengthen environmental resilience.
• Provide farmer training on sustainable practices, feed management, and climate adaptation, while ensuring women’s empowerment through entrepreneurship and access to markets.
• Foster community and social awareness around milk safety, sustainable consumption, and environmental stewardship from household to industry level.
• Strengthen solid waste management systems by empowering local governments and community organisations for waste segregation at source and effective collection.
• Ensure policy continuity, merit-based governance, and protection of community-driven initiatives from political influence.
