- Strengthen controls on accessibility by restricting sales near educational institutions and regulating youth-focused digital content.
- Introduce plain packaging, stronger health warnings, and strict regulation of emerging products such as e-cigarettes.
- Expand community-level awareness and harm-reduction campaigns through coordinated government-civil society-media communication.
- Build the capacity of Law Enforcement Agencies (LEAs) to ensure fair and equitable implementation across socioeconomic groups.
- Conduct a national level survey to generate updated data for evidence-based regulation and targeted interventions.
