Pakistan needs to:
1. Expand Public-Private Partnerships (PPPs): Institutionalise PPPs to implement renewable energy, sustainable agriculture, and circular economy projects
o Introduce green tax incentives and low interest loans to attract investment in sustainability ventures.
o Encourage joint planning frameworks between government, industry, and civil society for transparent execution.
2. Create a Green Investment and Policy Integration Mechanism: The Board of Investment (BoI) should embed environmental and sustainability criteria into all Foreign Direct Investment (FDI) frameworks.
o Mandate ESG (Environmental, Social, and Governance) compliance for major investment projects to sync with national climate-smart goals.
3. Enhance Intergovernmental and International Cooperation:
o Strengthen bilateral dialogues (e.g., Pakistan-Denmark, Pakistan-Germany) for knowledge and technology exchange.
o Encourage regional collaboration on climate resilience, water management, and renewable energy transitions.
4. Expand Climate Finance Mechanisms: Develop instruments like green bonds, climate investment funds, and public finance guarantees to support low-carbon initiatives.
5. Promote Export-Led Sustainable Growth:
o Focus on value-added exports, particularly in renewable technology, sustainable agriculture, and eco-tourism.
o Support export-linked poverty reduction by empowering small-scale producers and local entrepreneurs.
6. Leverage Private Sector Innovation: Mobilise private capital for green infrastructure and clean technology startups, ensuring accountability and transparency in implementation.
7. Launch a National Education Emergency on Climate Literacy: Integrate climate change, sustainability, and renewable energy concepts into national curricula at all levels.
8. Invest in Youth Skill Development:
o Promote technical and digital training for climate-smart innovation.
o Facilitate youth-led community projects on energy efficiency, waste management, and agri-tech innovation.
9. Empower Women and Marginalised Communities: Strengthen inclusion through education, social protection (e.g., BISP), and community leadership programmes to promote equitable resilience.
10. Scale Up Community-Led Adaptation: Encourage grassroots resilience projects that combine traditional knowledge with modern sustainability practices.
11. Invest in Water and Agriculture Systems:
o Expand initiatives like “Recharge Pakistan” for water storage and flood management.
o Promote climate-resilient crops and sustainable irrigation methods.
12. Integrate Urban Planning and Green Infrastructure: Adopt climate-smart urban planning on water conservation, green spaces, and eco-friendly transport systems.
13. Promote “Cooperation Over Competition”: Embed the philosophy of collaboration within institutions and communities to address shared climate challenges.
14. Strengthen Social Cohesion through Climate Action: Use education, culture, and civic engagement to unite diverse groups around sustainability goals and collective responsibility.
