Plenary 1.3: Roundtable Strategic Dialogue Accelerating SDGs in the World Today – Challenges and Opportunities

Water scarcity and climate-induced disasters threaten food security and livelihoods in South Asia. Regional collaboration in water resource management and agri-tech innovation is essential for resilience.

  • Strengthen transboundary water governance through data-sharing agreements and joint management of river basins.
  • Scale up community-led initiatives like “Recharge South Asia” to promote sustainable water storage and flood control.
  • Promote climate-smart agriculture using digital tools and regional knowledge exchange platforms for drought-resistant crops and water-efficient irrigation.
  • Establish regional food security taskforces to coordinate responses to climate shocks affecting agricultural productivity.

SDG 7 & 9: Clean and Affordable Energy | Industry, Innovation and Infrastructure
South Asia faces dual challenges of energy insecurity and dependence on fossil fuels. Transitioning towards renewable, affordable energy is key to economic resilience and climate mitigation.

  • Develop Regional Energy Corridors connecting hydropower, solar, and wind resources across borders to ensure equitable energy access.
  • Promote clean energy financing mechanisms including green bonds, concessional loans, and blended finance, to attract private capital for small-scale renewable projects.
  • Facilitate regional R&D collaboration on low-carbon technologies and sustainable industrial innovation through academic and private sector partnerships.
  • Support youth-led innovation hubs for clean technology and digital transformation in energy efficiency sectors.

SDG 11: Sustainable Cities and Communities

Rapid urbanisation in South Asia exacerbates inequality, pollution, and disaster risk. A climate-smart urban agenda must integrate planning, resilience, and inclusivity.

  • Adopt a “Green Urban Compact” across major South Asian cities for low-emission transport, waste management, and urban greening.
  • Share best practices on urban resilience particularly disaster management, early warning systems, and climate-proof housing.
  • Promote digital governance tools to improve urban data systems, citizen participation, and service delivery.
  • Empower women and youth in city-level planning and entrepreneurship to enhance social inclusion and innovation.

SDG 17: Enhance the Global Partnership for Sustainable Development

Sustainable development in South Asia depends on non-partisan partnerships that transcend political boundaries. Fragmented governance and limited policy coherence undermine SDG progress, especially in climate adaptation, energy, and infrastructure.

  • Institutionalise Public-Private Partnerships (PPPs) for renewable energy, sustainable agriculture, and circular economy projects with harmonised regional standards.
  • Establish a South Asia Green Investment and Policy Coordination Mechanism under South Asian Association for Regional Cooperation (SAARC) or Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) to be linked with national development plans with regional climate priorities.
  • Create cross-border climate cooperation platforms to share knowledge on adaptation technologies, disaster management, and early warning systems.
  • Mandate ESG (Environmental, Social, Governance) compliance across regional infrastructure and investment initiatives.

Empower Youth and Local Communities

Youth form the largest demographic in South Asia and represent a critical force for innovation and accountability in climate action. However, policy spaces and financing opportunities for youth remain limited.

  • Launch a “Regional Climate Education and Skills Accelerator” to integrate sustainability and digital literacy into educational systems.
  • Institutionalise youth participation in policymaking through national and regional youth climate councils.
  • Provide long-term financing and mentorship for youth-led startups and social enterprises focused on green innovation.
  • Encourage community-based adaptation programmes led by women, indigenous, and marginalised groups to strengthen local ownership.

 

 

Finance Sustainability and Strengthen Accountability

Dependence on donor funding limits long-term resilience. Regional self-financing models, transparent systems, and accountability are crucial to achieving sustainable growth.

  • Establish a South Asia Climate and SDG Fund pooling regional resources for climate adaptation, renewable energy, and green infrastructure.
  • Promote regional stock exchanges for green investments, enabling cross-border capital flow into climate projects.
  • Adopt open data and transparency frameworks to track SDG implementation and hold institutions accountable.
  • Use digital platforms to crowdsource innovation and monitor project impacts at local and regional levels.

Strengthen Regional Data, Research and Technology Systems

Lack of reliable, harmonised data impedes SDG monitoring and informed decision-making across South Asia.

  • Develop a South Asia SDG Data and Innovation Observatory to harmonise indicators, integrate satellite data, and share best practices.
  • Invest in digital infrastructure and AI-based systems for evidence-based policymaking and forecasting.
  • Build research networks among universities, think tanks, and development partners to accelerate knowledge transfer and capacity building.
