Plenary 3.2: Annual State of Renewable Energy 2025: Regional Trends and Development Pathways

The Government of Pakistan needs to: 

 

  • Ensure renewable energy expansion goes hand-in-hand with affordability to avoid high electricity costs becoming a burden on communities.
  • Strengthen cooperation between government, academia, and relevant stakeholders to broaden strategic thinking on renewable energy.
  • Mobilise financing for renewable energy projects without increasing the national debt burden.
  • Develop a local battery manufacturing industry by using existing raw materials and market strengths.
  • Expand and diversify renewable energy models suitable for Pakistan’s context.
  • Promote green energy as a foundation for domestic industrial productivity.
  • Recognise green jobs as long-term national economic assets and develop targeted strategies to expand them.
  • Establish small, decentralised energy units to enhance resilience during disasters.
  • Improve state support for high-quality planning of renewable energy development.
  • Introduce regulatory reforms to improve national electricity capacity and grid efficiency.
  • Strengthen capacity building for renewable energy market systems, including capacity markets.
  • Prioritise affordability and adoptability when expanding renewable energy programmes.
  • Integrate Pakistan into renewable energy supply chains to improve competitiveness.
  • Launch transformation programmes for shifting traditional systems to renewable energy systems.
  • Engage local entrepreneurs to accelerate renewable energy development.
  • Create dedicated energy production zones for import and export opportunities.
  • Increase investment in renewable energy projects to expand national capacity.
  • Conduct public consultations to improve participatory planning in renewable energy development.
