Pakistan faces a widening development gap driven by macroeconomic instability, weak governance, and severe human-capital deficits that limit its ability to attract sustainable financing. Strengthening coordination, improving fiscal discipline, and expanding investment in human development are, therefore, essential to tackle the emerging global disorder and secure long-term, equitable growth:
- Strengthen multilevel coordination by creating a national Financing for Development Framework that links federal, provincial, and private sector financing.
- Prioritise stunting reduction through increased financing for nutrition, school feeding, sanitation, and maternal healthcare using blended finance instruments.
- Expand financing for basic service delivery by enabling provincial governments to partner with private operators to deliver water, sanitation, health, and education services.
- Ensure macroeconomic stability by lowering fiscal deficits, curbing inflation, and stabilising the exchange rate to attract long-term sustainable financing.
- Adopt transparent and responsible fiscal policies by broadening the tax base, reforming subsidies, reducing leakages, and reallocating spending towards the Sustainable Development Goals (SDGs).
- Make financing sustainable development a national priority through diversified mechanisms such as SDG bonds, climate finance, private investment, and global partnerships.
- Strengthen governance, accountability, and transparency through digital tax systems, improved procurement processes, and anti-corruption reforms.
- Reform the civil service with merit-based promotions, skills training, and performance monitoring to ensure efficient project execution.
- Target improvements in the Human Development Index (HDI) through investments in health, education, skills development, and social protection especially for the youth population.
- Direct financing towards low-Human Development Index (low-HDI) districts, including Balochistan, South Punjab, and rural Sindh, to address deep regional poverty, stunting, and service gaps.
- Expand Public-Private Partnerships (PPPs) for nutrition, clean water access, agricultural sustainability, and climate resilience by incentivising corporate participation in SDG-linked projects.
