Program/Project Rational and Background

There is an impending need for Pakistan to develop an industrial policy – which should be a flexible and live document – to resolve the fundamental structural issues adversely impacting Pakistan’s manufacturing capacity, competitiveness, and productivity to revive and expand its industrial base.

The industrial policy should focus on making the industrial sector a major growth driver by having strong backward and forward linkages with both the agriculture and services sectors. Moreover, it should aim to encourage high value-added, labor-absorbing industrial production and diversify the economy away from its current over-reliance on traditional and narrow commodities and non-tradable services to broad-based industrialization.
