Description:
Pakistan's economy is severely impacted by structural issues in its energy sector, including high costs, inefficiencies, and inconsistent policies. Despite setting clean energy targets, the country has struggled to attract foreign investment and implement effective reforms, as seen in the failed 600 MW solar auction and recent controversies around solar net-metering. Simultaneously, Pakistan faces extreme climate vulnerability, which pressures its export industries to green their supply chains to remain globally competitive.
This project addresses the intertwined challenges of energy security, economic stability, and climate resilience. It aims to unlock Pakistan's clean energy transition by tackling key barriers in policy, finance, and market structure, thereby fostering a sustainable and prosperous future.
Project Objective:
To enable clean energy transition and climate action in Pakistan through evidence-based research, advocacy, and capacity building, supporting low-carbon development, renewable energy uptake, and the implementation of critical reform measures.
Key Proposed Outcomes:
To facilitate renewable energy uptake through energy market liberalization under the Competitive Trading Bilateral Contracts Market (CTBCM).
To support Pakistan's position in global climate diplomacy, particularly at COP29.
To enhance the role of the private sector in Pakistan’s climate action and circular economy initiatives.
To address knowledge gaps and build stakeholder capacity around alternate green financing mechanisms.
Project Activities:
Research: Produce policy briefs and papers on market liberalization, off-grid RE financing, coal phase-down, grid modernization, and private sector green finance.
Advocacy & Communications: Conduct high-level policy dialogues, national conferences, webinars, and a Sustainability and Investment Expo.
Capacity Building: Organize a stakeholder consultation workshop to present and discuss project results.
