Program/Project Rational and Background

During a roundtable organized by SDPI and ICIMOD in Islamabad, the participants

suggesting a way forward called for effective anticipatory adaptation plans at local levels

incorporating foresight analysis, local perspective and knowledge using a participatory approach. For anticipatory and participatory action for a safer future, there is a dire need to understand future risks, risk governance, and risk financing. The current adaptation strategies generally focus on reacting on immediate impacts reactively,

but climate models emphasize the need for anticipatory measures. To be future-fit, it is

important to understand future risks, local livelihood realities and take anticipatory actions for the disaster risk reduction, disaster risk management, and proactive climate change adaptation in the HKH region of Pakistan.

Therefore, the need for Local Anticipatory Adaptation framework becomes evident,

necessitating the integration of local wisdom and local context within an adaptation plan driven by a proactive, participatory, and anticipatory approach to enhancing gender responsive community resilience. The SDPI had already worked with IRC in launching two Local Adaptation Plans of Action (LAPAs), one each for Thatta (Sindh province) and Chaman

(Baluchistan province). These two model LAPAs have provided learning for development of local anticipatory adaptation plans for two mountain districts of Pakistan - Chitral and Swat.

Outcome:

Developed future scenarios and identified gender responsive adaptation pathways and

anticipatory actions to support the sub-national governments and communities to

integrate anticipatory adaptation approach in their plans and policies.
