Impact Assessment of Thar Foundation’s Community Development Interventions in Tharparkar

This proposal outlines a mixed-methods, participatory, and utilization-focused impact assessment of Thar Foundation’s community development interventions in Tharparkar (Block-II, Gorano, and other beneficiary areas). The study evaluates the overall contribution of the Foundation’s multi-sectoral portfolio—covering education, health, drinking water, sanitation, clean energy, livelihoods, and social support—to the social, economic, and cultural wellbeing of local communities. It examines effectiveness, efficiency, sustainability, inclusion, accessibility, community ownership, cultural appropriateness, and environmental and social sustainability, using the 2019 impact assessment by Dr Qasar Bengali as a reference point for longitudinal interpretation where dimensions align.

Objective of the Assignment:
To evaluate the impact of Thar Foundation’s interventions on targeted communities in Tharparkar; assess effectiveness, efficiency, and sustainability of the projects with attention to social, economic, and cultural effects; determine improvements in access to education, health, drinking water, sanitation, clean energy, livelihoods, and economic empowerment; assess benefits for women, girls, religious minorities, youth, and differently abled persons; examine whether projects were need-based and developed through community consultation and participation; assess accessibility, equity, community ownership, cultural appropriateness, and environmental and social sustainability; and identify successes, gaps, and areas for further improvement and innovation.
