Duration:
January to March 2022
Introduction
CLASP is leading an international campaign to accelerate the global transition to energy efficient, mercury-free LED lighting and avoid 3.5 GT of CO2 emissions cumulatively through 2035, by eliminating fluorescent lamps under the Minamata Convention.
In 2013, the United Nations launched the Minamata Convention on Mercury, an international treaty designed to protect human health and the environment by eliminating mercury from consumer products and industrial processes. The Convention has been ratified by 127 countries, and members are preparing for the fourth Conference of the Parties (COP4) in November 2021 and early 2022. Although fluorescent lamps contain mercury, they were previously given special dispensation and exempted from the Convention because of the critical role they played in lighting homes and businesses. However, in the last five years the rapid pace of LED technology and market development has resulted in inexpensive, energy-efficient LEDs that can replace fluorescent lamps in virtually all applications anywhere in the world. Now, the exemption for fluorescent lighting is under review and positioned for a vote by the parties to the Convention at COP4 in early 2022.
This decision point represents a unique opportunity to eliminate fluorescent lighting and accelerate the transition to energy-efficient LEDs, massively reducing global carbon emissions from lighting. With CliC, SDPI will lead a campaign in Pakistan that brings together governments, businesses, environmental advocates, and other stakeholders in support of this transition. By building the case for the public health, environmental and economic benefits of clean lighting, we will secure a vote to eliminate fluorescent bulbs by 2025.
Objectives
The main objectives of the project are
· To conduct a market survey in Pakistan for creating a database of actual lightening products that are for sale in Pakistan, including the performance of those products and the price that consumers / businesses pay.
· To review and summarize the existing and draft National Policy Measures that Relate to energy efficiency lighting in Pakistan.
· To increase awareness of the coalition and the opportunity for a global transition to clean lighting by supporting media outreach and engagement on topics relevant to the Africa Lighting Amendment and the transition to clean, LED lighting in Pakistan.
Outcomes
The outcomes of the project include
1. Database of lightening products in Pakistan
2. Policy Paper on “Energy Efficient lightening in Pakistan”
