Program/Project Rational and Background

The global agricultural landscape has witnessed a major shift with the widespread adoption of Genetically Modified Organisms (GMOs), which may contribute to enhanced crop yield and food security across nations. Many countries have established robust safety protocols, aligning with international standards, to ensure the responsible use and trade of GMOs. In this context, Pakistan, with its reliance on the oilseed production and trade sector, finds itself at a crossroads, recognizing the potential benefits and the imperative need for vigilance and adherence to safety norms.

 

The oilseed production and trade-in-agriculture sector are cornerstones for Pakistan's future food sustainability; it plays a pivotal role in meeting the nutritional needs of the population while contributing to economic stability. Ensuring the sector's growth and sustainability requires a nuanced approach, addressing the complexities of adopting GMOs, while safeguarding an environmental and public health.

 

This has emphasized the urgency for establishing a comprehensive, transparent, and effective enforcement mechanism such as a Biosafety Clearance House to regulate GMO imports.

 

Although under amendment, existing regulations may not fully address the complex intersections of food safety, environmental considerations, and market dynamics. Therefore, initiating a capacity-building initiative that amalgamates policy, regulatory procedures, licensing amendments, and data management into a cohesive training programme is vital. This programme is poised to enhance knowledge across the offices dealing with licensing requirements, reduce application processing time, and adopt international best practices. It aims to meet the evolving needs of Environmental Protection Agencies (EPAs) and fortify a resilient regulatory framework for the future.

A high-performance team of trained officials within EPA will be able to understand the licensing regime. 
Clear insights into existing policies, specifically related to commodities like oil seeds and soybeans. Have been drawn. Enhanced understanding of policy and regulatory matters among EPA officials.
Foster open communication between EPA and stakeholders from the industry.
