Program/Project Brief : With the collaboration of Palladium Privet Ltd, SDPI has implemented this project in the District Upper Dir. This project aimed to improve education and health service delivery through strengthening the capacity of the district government, enhancing civic participation in local level planning, and better utilization of available public resources to address the gaps in health and education service delivery in district Upper Dir, Khyber Pakhtunkhwa Province. The direct beneficiaries of the project includedelected representatives of tehsil and village council level, tehsil administration, health care providers, Primary Care Management Committees (PCMCs)officials from health department, Officials from Education department, teachers, Parents Teacher Council (PTCs) members, and population welfare department officials, and civil society organizations in selected Tehsils.
Project Objectives : To strengthen civic engagement by creating sustainable opportunity platforms for participatory local development planning for improved health and education service delivery.
To develop innovative social accountability tools for identifying, prioritizing and addressing gaps in health and education service delivery.
Outcome of this project : Developed opportunity platforms/Committees (15 Committees at VC/NC and Tehsil Level) for participatory planning at the local level for enhanced interaction between local elected representatives, service providers and other related institutions/individuals. Trained 186 participants on local planning, budgeting, expenditure tracking through SAP, and Citizen Report Card and its uses for need identification, prioritization, and measuring progress on service delivery. The project also successfully enhanced the capacity of these committees on the use of CRC to maintain updated data on social indicators (education and health) and identification of the needs and gaps in service delivery including education and health at the grassroot level. SDPI revitalized 24 PTCs and 7 PCMCs and also conducted three rounds of monthly meetings with 24 PTCs and four rounds of monthly meetings with 7 PCMCs. Previously, PTCs and PCMCs existed in project intervention areas but their engagement in the matters of improvement of schools and BHUs was missing due to lack of monthly meetings as per requirements of the official guidelines.
