Objectives Dissemination of research and proceedings documented after SDPI’s country-wide consultations on revenue mobilisation and provincial tax harmonisation. Informing parliamentarians regarding the need to institutionalise public private dialogue (PPD) as an instrument for sustained reforms of taxation at national and sub-national levels. Leverage meetings with parliamentarians to communicate key messages in draft economic manifesto to senior leadership of mainstream political parties. Establishment of a multi-tier Public-Private Dialogue forum including political representatives, government officials, private sector leaders, academicians, media-personnel, and think tanks.
Expected Outcomes: Informing the future legislative process and how new or amended legislation (e.g. Annual Finance Acts) can give attention to more inclusive national and sub-national tax reforms which promote transparent and competitive markets. Informing honourable members of parliament how they may effectively hold the relevant government ministries/forums related to revenue mobilisation and provincial tax harmonisation accountable using tools from PPD framework. Indication of demand-driven future research and evaluation as desired by honourable members of parliament. Development of a multi-tier innovative public-private dialogue forum with representation of all relevant stakeholders.
Project Activities: One-on-one engagement with select parliamentarians to inform regarding SDPI approach & solicit feedback. Holding parliamentary committee briefing sessions for economic and finance focused senate and national assembly committees. Disseminating the economic manifesto and tax harmonization model to parliamentary committee members and other key elected officials Identifying political party representatives and private sector stakeholders at the provincial and national level to participate in roundtable discussions Holding a roundtable discussion with political party representatives and private sector stakeholders. Holding one briefing session for media representatives in each provincial capitals and Islamabad following each roundtable discussion
